Intervention is Key for Struggling Families

Families don’t struggle because they don’t care. Most struggle because they were never given what they needed in the first place.

In Kentucky, the Kentucky Cabinet for Health and Family Services utilizes an approach called Alternative Response, which focuses on supporting families early—before challenges escalate into crises. This model is proving effective because it strengthens families rather than punishing them. Orphan Care Alliance is honored to be one of the providers offering Alternative Response services, and the need is clear. We currently have a waitlist of families seeking support.

Identifying the True Lack

Many of the families we serve are not lacking love for their children; they are lacking knowledge. If you don’t know, you don’t know. Some parents were never taught how to budget, communicate with teachers, navigate job applications, or advocate for their families. These skills are often assumed, but they are not universally learned.

Parents who are missing these tools don’t deserve judgment. They deserve respect, dignity, and support. When families are met with practical guidance and encouragement, parents gain confidence and children gain stability.

Other families struggle because they lack support. Some parents are raising children without help from friends or extended family. Without a support system, even manageable challenges can feel overwhelming.

It Takes a Village

Through Alternative Response with the Kentucky Cabinet for Health and Family Services, Orphan Care Alliance comes alongside families with resources, encouragement, and connection rather than fear or punishment. We believe helping families is one of the most effective ways to protect children. When parents are supported, families grow stronger and children begin to thrive.
